J. Graham Parsons was born on October 28, 1907 in New York City, New York. He received a B.A. in 1929 from Yale University, and from 1932 to 1936 he was a Private Secretary to the U.S. Ambassador to Japan. From 1936 to 1943 he was Vice Consul at the American Embassy in Cuba, the American Embassy in Manchuria, and then the American Embassy in Canada.
